Important Guidelines for Passport Applications
(Please read before the application process)
- The Mission has started issuance of E Passport (electronic chip inserted passport) for new as well as renewal of old passport from September 03, 2025. The link for applying for new passport and any service based on passport is https://mportal.passportindia.gov.in/mission
- In this regard, it is hereby advised that all passport applicants must:
- Upload an ICAO-compliant photograph- Details given below
- Upload a scanned copy of the signature (for 7 years old and above) or thumb impression (for newborn children up to 6 years of old) and
- Upload all other relevant documents
- After uploading the documents and filling up of online form, the applicant has to take print out of a slip bearing ARN No, being generated. The applicant has to bring ARN No and the printed copy of the application along with all other documents to the Embassy Counter for physical verification and thereafter payment of fees.
- Therefore, applicants are required to appear in person at the Embassy to submit their application. Postal applications will not be accepted for passport applications henceforth. However, new passport when issued can be requested for dispatch by postal delivery. There is a postal charge of JPY1000.
- The processing time shown are only indicative and not binding as due to unavoidable/unforeseen circumstances, it may not be possible to provide the services within the indicated time frame.
- Applied service is not guaranteed as all applications are subject to checks and procedures.
- Telephonic queries about the status of the applications before the due date is not entertained.
- The documents as mentioned in each category of applications below are mandatory. However, the applicants may be requested to submit additional documents, if required, on case to case basis.
- All fees are payable in CASH only. Please go through the fees schedule for various services carefully and bring the exact required cash.
- There is no provision for photocopying of your documents at the Embassy. Please bring all the necessary copies as mentioned in each category of application below.
- Facilities for taking photographs and exchange of currency are not available inside the Embassy premises.
- The address to be printed on the passport should be of India and other address to be mentioned in the application is to be of Japan. You can only have your Japan address printed on the passport if you are a Permanent Resident of Japan.
- Annex ‘D’ (for the minor’s passport) should be signed by both parents and the signatures of the parents should match those on their passports.
- There is no requirement for prior appointment for any passport and other consular services
Guidelines for ICAO -Compliant Photograph
Here are the photograph guidelines as per ICAO standards:
- Close up of the head and top of the shoulders such that the face takes up 80-85% of the photograph.
- The photograph should be in color and dimensions should be 630*810 Pixels.
- Photos should be unaltered by computer software.
- Background of the photograph should be White.
- The photographs must –
- Show the applicant looking directly at the camera.
- Show the skin tones naturally. Should have appropriate brightness and contrast.
- Show the applicant’s eyes open and clearly visible.
- Should not have hair across the eyes.
- Be taken with uniform lighting and not show shadows or flash reflections on the face and no red eye.
- Mouth should not be open.
- Be taken from distance of 1.5 meters from a camera (not too close)
- Should not be blurred
- It should have full face, front view, eyes open.
- Photo should be present full head from top of hair to bottom of chin.
- Centre head within frame (head should not be tilted).
- There should not be any distracting shadows on the face or in the background (should not have reflection of the glasses; glasses to be taken off to avoid reflections).
- Illumination shall not cause any red eye effects visible in the eyes or other effects reducing the visibility of the eyes.
- Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown.
- The expression on the face should look natural.
It is requested that the above guidelines may please be strictly adhered to as any discrepancy in photo will create problems in uploading.

If there is change of name after marriage ;
- Download Affidavit for Change of name after marriage from https://www.indembassy-tokyo.gov.in/public_files/assets/pdf/Affidavit-Change%20of%20name.pdf -Duly filled in and signed affidavit form -Joint photograph -Request letter for the change of name -Original Marriage Certificate and a copy thereof. - Self-attested copy of passport of the spouse.

If there is change of name due to other reasons;
-Advertisement of the change of name in any leading newspaper at the permanent address in India and at the present address in Japan (original copy of the newspaper should be shown at the counter)

For deletion of name of spouse from the passport
-Original and copy of Divorce Decree apostilled by the Ministry of External Affairs, India if the marriage was solemnized in India or;
-Original and copy of Divorce Decree translated in English by professional translator and apostilled by the Ministry of Foreign Affairs, Japan if the marriage was solemnized in Japan.

Forinclusion of Spouse’s name in passport
-Original Marriage Certificate apostilled by the Ministry of External Affairs, India if the marriage is solemnized in India and a copy thereof or;
-Original Marriage Certificate translated in English by professional translator and apostilled by the Ministry of Foreign Affairs, Japan if the marriage is solemnized in Japan and a copy thereof.
-Self-attested copy of spouse’s passport

2. PASSPORT FOR NEWBORN CHILD AND REGISTRATION OF BIRTH

- Completely filled in and signed printed passport application form (Please visit https://mportal.passportindia.gov.in/mission)
- Completed application form with thumb impression (as prescribed in the passport form) of the child.
- Child’s Residence Card and a copy thereof (signed by parents). If Resident card is not yet ready, please submit a copy of the receipt of application from the Immigration office.
One recent (taken within the last six months) passport-size photograph with ICAO compliant (guidelines provided above)
- Originals and self-attested copies of parents passports and Resident cards
- -Consent letter signed by both parents (Annexure D or Annexure C). The signature of the parents should match those on their passports.
-Copy of the Birth Certificate from the hospital.
- Copy of parents’ Marriage Certificate.
- - For the passport application form, the printable address should be the Indian address and the other address should be the Japan address. You can only print your Japan address on the passport if you are a Permanent Resident of Japan.
- Request letter from parents for registration of the child as Indian National.

- Completed application form with thumb impression (below 7 years old) or signature of the child (above 7 years old).
-Child’s current passport and a copy thereof (signed by parents).
- Child’s Residence card and copy thereof (signed by parents).

- Original and self-attested copies of parents passports and Resident cards
- -Consent letter signed by both parents (Annexure D or Annexure C). The signature of the parents should match those on their passports.

-Copy of Marriage certificate if spouse’s name is not mentioned in either parents’ passport.

4. EMERGENCY CERTIFICATE
- Fill online Emergency Certificate Form https://mportal.passportindia.gov.in/mission and submit printout of the application
- If original passport is not available, supporting evidence of Indian nationality like passport copy / driving license with a copy / residence card with a copy etc. should be submitted.
- Current passport and a self-attested copy thereof
- Original Residence Card and a self-attested copy thereof - Documents issued by the Immigration Authority, if any. -One recent (taken within the last six months) passport-size photograph with ICAO compliant (guidelines provided above)

7. POLICE CLEARANCE CERTIFICATE

8. REPLACEMENT OF LOST / DAMAGED PASSPORT

**For change in name, change of address, inclusion of spouse’s name, deletion of spouse name or any change of information on passport, the applicant has to submit Passport application along with the required supporting documents.
ADDITIONAL POSTAL SERVICE CHARGES
- Applicants seeking delivery by post once issued by the Embassy should add JPY 1000. Applicants can not send applications by post as they need to be physically present in the Embassy.
- The cash may be sent by cash registered mail (GENKIN KAKITOME).
- For Minor’s (up to 17 years old) Application, please send only the original passport of the child, other documents should be in self-attested photocopies only.
- The Mode of Payment for applicants seeking services from the Republic of the Marshall Islands is through ‘Bank Transfer’ in Japanese Yen only and the amount has to be remitted to the Embassy of India Account Number 424123301000004 at Bank of India, Tokyo Branch;SWIFT CODE – BKIDJPJT
- The applicants desiring consular services by post should also send a good quality self-addressed (but without stamps) envelope which would be used by the Embassy for returning the documents after due processing.
- It may be noted that the applicants seeking delivery by post should be at their own risk. The Embassy uses registered post for dispatch of processed applications but is not responsible for any loss of documents.
