Important Guidelines for Consular Applications
(Please read before the application process)

  • To avoid delay in the processing of your application, please check and complete the documents before submitting or sending to the Embassy by post. Please make sure that all the information are correctly filled.
  • The processing time shown are only indicative and not binding as due to unavoidable/unforeseen circumstances, it may not be possible to provide the services within the indicated time frame.
  • Applied service is not guaranteed as all applications are subject to checks and procedures.
  • Telephonic queries about the status of the applications before the due date is not entertained.
  • In cases of Application by Post, please see the guidelines as mentioned below under the “Additional Postal Service Charges”.
  • Due to high volume of applications received by the Embassy by post, the processing time may increase.
  • There are some services which requires the presence of the applicant at the Embassy and therefore postal application may not be applicable to such services.
  • The documents as mentioned in each category of applications below are mandatory. However, the applicants may be requested to submit additional documents, if required, on case to case basis.
  • All fees are payable in CASH only. Please go through the fees schedule for various services carefully and bring the exact required cash.
  • There is no provision for photocopying of your documents at the Embassy. Please bring all the necessary copies as mentioned in each category of application below.
  • Facilities for taking photographs and exchange of currency are not available inside the Embassy premises.
  • There is no requirement for prior appointment for consular services except for the registration of marriage.

1. NO OBJECTION CERTIFICATE FOR OBTAINING NEWBORN OR MINOR’S PASSPORT/REISSUE IN INDIA


- Birth Certificate of the child (original and self-attested copy) or self-attested copy of the child’s Passport.

-Original passport and a self-attested copy thereof of the father or mother
- Residence Card and a self-attested copy thereof of the father or mother.

The applicant is required to sign before the Consular Officer at the Embassy.

If the name of the spouse is not included in applicant’s passport, marriage certificate copy or affidavit be submitted.

2. POWER OF ATTORNEY

- Application to the Consular Officer on a plain sheet of paper explaining the purpose for which the service is required.

-Original and a photocopy of the Power of Attorney

(The Power of Attorney should be printed in an A4 size paper only)

The applicant is required to sign before the Consular Officer at the Embassy.

- Original passport and a self-attested copy thereof.
- Residence Card and a self-attested copy thereof.

-One passport size photograph (5cm x 5cm) (taken within the last six months) of the applicant to be pasted on the Power of Attorney

Witnesses should come to the Embassy with their original Passports, Residence Cards and self-attested copies thereof.

3. ATTESTATION OF INDIAN DOCUMENTS

(Educational Certificate, Aadhaar Card, PAN Card, Marriage Certificates, Driving License, Birth Certificates, etc.)

- Application to the Consular Officer on a plain sheet of paper explaining the purpose for which the service is required.

-Document to be attested and a copy.
- Original passport and self-attested copy thereof of the applicant.
- Residence Card and a self-attested copy thereof of the applicant.

Please note that only documents issued by the Indian authorities which have been apostilled by the Ministry of External Affairs (MEA), CPV Division, New Delhi or authenticated at the state portal are accepted for attestations.

As regarding Educational Certificate, it has to be first attested by Ministry of Human Resource Development, Govt of India or respective state as the case may be apart from being apostilled by MEA, New Delhi

4. ATTESTATION OF JAPANESE DOCUMENTS

-Original and a copy of the document(s) to be attested.

Original and copy of the Passport and Residence Card (for personal documents) of the applicant

The document needs to be Apostilled by the Ministry of Foreign Affairs, Japan before submission to the Embassy for attestation.

5. BACHELORHOOD CERTIFICATE/ SINGLE CERTIFICATE

A Certificate of Bachelorhood/Single-Status eligibility to get married can be issued by a competent court having jurisdiction of the area of the residential address of the applicant in India. This can be in the form of a declaratory order for which a suit has to be filed before the appropriate court for the specific purpose which is required to be counter-attested by the Home Department of the State concerned. Thereafter, it is to be attested/apostiled by the Ministry of External Affairs, New Delhi. (For details regarding attestation of documents, please log on to https://www.mea.gov.in/apostille-menu.htm.

(Kindly note that only the counter-attestation of the certificate is done by the Ministry of External Affairs)

7. RENUNCIATION OF INDIAN CITIZENSHIP

Indian citizens acquiring foreign citizenship are required to ‘Renounce’ their Indian citizenship and deposit their Indian passports for cancellation.

-Original Indian passport and a self-attested copy thereof.

-Original and copy of the new foreign Passport of the applicant.

-Certificate of Naturalization or Family Register duly apostilled by Ministry of Foreign Affairs

- One passport size photograph (5cm x 5cm) (taken within the last six months)

8. RE-ISSUANCE OF INTERNATIONAL DRIVING LICENSE (IDP) TO INDIAN NATIONALS (RECEIPT ONLY)

-Request letter

- Residence Card and a self-attested copy thereof.
-Original and copy of the International and Domestic Driver’s License.

-Printout of the confirmation from the Parivahan Website (parivahan.gov.in) that the Driver’s License is active.

ADDITIONAL POSTAL SERVICE CHARGES

  • Applicants sending their applications by post need to add JPY1200 per application.
  • Those applying at the Embassy but seeking delivery by post should add JPY 1000 .
  • The cash may be sent by cash registered mail (GENKIN KAKITOME).
  • The applicants should also send a good quality self-addressed (but without stamps) envelope which would be used by the Embassy for returning the documents after due processing.
  • Applicants seeking service through post should invariably indicate E-Mail ID and mobile number to facilitate contact with them in the event of there being some deficiency in the application, documents etc.
  • It may be noted that the applicants send / seek delivery by post at their own risk. The Embassy uses registered post for dispatch of processed applications but is not responsible for any loss of documents.
