THE OVERSEAS MOBILITY (FACILITATION AND WELFARE) BILL, 2025 

Overseas Mobility (Facilitation & Welfare) Bill, 2025 is proposed to replace the Emigration Act, 1983. The draft Bill has been uploaded on Ministry of External Affairs, Government of India website at https://www.mea.gov.in/overseasmobilitybill2025.htm. Salient features of the draft Bill are as follows:

(i) It proposes to establish an Overseas Mobility and Welfare Council that aims to provide greater convergence between Ministries with respect to policy management.

(ii) The Bill seeks to strike a balance between promoting opportunities abroad and establishing a regulatory framework for protection and welfare of vulnerable categories.

(iii) The Bill creates a mechanism to oversee administration and implementation of international agreements on migration and mobility.

(iv) It creates robust data driven policy management based on labour studies and coordinated actions with different ministries and departments.

2. The draft Bill seeks to promote mobility of Indians emigrating abroad, while giving adequate flexibility for addressing issues concerning their welfare and protection. Our Diaspora Associations in Japan are requested to share their views/suggestions (if any) with fsedu.tokyo@mea.gov.in.
